The supply chain structure

The offshore wind supply chain can be divided into five major segments: turbine manufacturing, foundation fabrication, cable production and installation, installation vessels, and operations and maintenance.

Turbine manufacturing is dominated by three global players: Siemens Gamesa (with a blade factory in Hull), Vestas and GE Vernova. The UK has secured some manufacturing capacity but remains heavily dependent on European and Asian supply chains.

Foundation fabrication is where the UK has stronger domestic capability. Companies like Smulders (Belgium), BiFab (Scotland) and Harland and Wolff (Northern Ireland) have invested in fabrication facilities, though the sector has faced financial difficulties.

Installation and vessels

Offshore wind installation requires specialist vessels: jack-up vessels for turbine installation, heavy-lift vessels for foundations, and cable-laying vessels for inter-array and export cables.

The UK has invested in dedicated wind installation vessels, but demand is outstripping supply globally. Vessel availability is a key bottleneck in project delivery timelines.

Ports play a critical role: marshalling bases for component storage and assembly, operations and maintenance bases for ongoing service, and manufacturing hubs for local content.

Operations and maintenance

Once operational, offshore wind farms require continuous maintenance: turbine servicing, blade repair, subsea cable inspection, foundation monitoring and environmental compliance.

O&M typically accounts for 25-30% of total project lifetime costs. This creates long-term demand for technicians, vessels, spare parts and data analytics.

The shift toward remote inspection using drones and ROVs is changing the O&M model, reducing the need for personnel offshore while improving data quality and frequency.
